um, UTF-8? Does it support this charset?

Last I checked, UTF-16 was the smallest charset that would support chinese character sets.

I don't remember whether Microsoft normally supports UTF-16 in little-end or big-end, but ... I thought it was little-end. Anyone know, is there an SMTP protocol that dictates otherwise?
